To be true The Second Postulate assumes an organization of the good in alignment with its membership, otherwise it cannot always be more powerful than the evil.  The single good person is defeated by one or more thieves. Yet the thieves, not being aligned  by common principle know the other is dishonorable and govern themselves accordingly towards one another.
